New border procedures for Swaziland?

Can anyone confirm this:

Recently when I went to Swaziland I found that border procedures had
changed. They required serial numbers of cameras, binoculars, car radio,
gps etc. to be entered on a SARS form. I had these on my PDA so I could
complete the form without hunting for serial numbers. This form then gets
handed back to SARS on exit.
